JZ modifier - any plans for billing edits?

Wondering how folks are planning on capturing the JZ modifier for any Single Dose Vial pass-thru drugs that do not have waste?

Bill Edits? Hard Coded Mods w/ Bill Edits? something else?

I've been struggling with the best way to approach and wanted to see if anyone else already has plans in place!
