Revenue Integrity Department Orientation

I am a Consultant and my first task is to help establish a department orientation for Revenue integrity. They have had high turn-over. The staff is experience, but they feel that management doesn't do a good job of guiding them and identifying their procedures and processes (tools). Does anyone have anything? I thought I would start off by identifying where to go for common resources, identifying the contact person/departments they need to know about, and doing a how do I find and where to go guide for the systems that are used in the department (and used for what) I also have an example of an audit guide (the individual staff members are making up their on-with no consistency) I am thinking a buddy assignment would help as well. Please let me know if you have anything.
