Skin Substitutes used as implants

We have several physicians who are using skin substitute products implanted within the wound. We use C1762 or C1763 but a vendor is now telling us to use the appropriate Q-Code. How do we bill this? Should the revenue code be 0278 instead of 0636? Our coders are telling us that there is no 3M edit for the modifier. Do we still add a modifier indicating that the skin substitute product wasn't used as an graft?
